Call for Papers, Special Issue of J of Economic Policy Reform on Reforming European Banking Union

The Journal of Economic Policy Reform (JEPR) invites proposals for contributions to a planned special edition on ‘Reforming European Banking Union’. We welcome contributions that deal with the establishment of the pillars of Banking Union — namely the Single Supervisory Mechanism (SSM), the Single Resolution Mechanism (SRM) and Fund (SRF), and the fiscal backstop (notably the role of the European Stability Mechanism (ESM) — and the single rule book for banks that underpins Banking Union. We also encourage contributions that are focused upon ongoing reform negotiations and debates on the operation of Banking Union, including:

the creation of additional measures to reduce and share risks — notably, the proposed European Deposit Insurance Scheme (EDIS);
the ongoing work on a common fiscal backstop for the Single Resolution Fund;
the harmonisation of national banking supervision in the context of the SSM, specifically the reduction of national options and discretions;
further amendments to the existing capital requirements legislation (CRR/CRDIV), including the regulatory treatment of sovereign exposures, the legislative framework for implementing the Total Loss Absorbing Capacity (TLAC) standard, a review of the minimum requirement for own funds and eligible liabilities (MREL) or rules for the bail-inable buffers.

This special edition aims to be multidisciplinary, if not interdisciplinary. We are interested in contributions covering the political and political economy dimensions of these ongoing reform efforts, analysing the member state / institutional preferences, actor constellations and political strategies. We are also interested in contributions that focus upon the content of policy and the economic merits or risks of specific reform measures proposed to date. Papers dealing with the legal dimension of the existing Banking Union design as well as proposed or potential reforms to it are actively encouraged.
